regarding the early sexing of plants

I have a friend who has a serious dilema. He has a garden of 12 plants in a 5x5 area in a 11x11 room. The plants are under 24 hours of light using a 430w hps sun-agro bulb. The plants are about 20 days old and about 12" tall. The plants are starting to sex and yet they are under continous light. Why are they sexing and how can i keep them in the vegitative state untill they are mature enough to change to the flowering state. Thank you.
